Refreshingly honest
I rather like the idea that there's a government agency called the Gangmasters Licensing Agency. No mucking about; no skirting around the issue - if you're a gangmaster and you want to run a gang, then you need a licence. What a pleasant absence of euphemism. What a sensible approach to take.
It'll never happen in my lifetime, of course, but it would be nice to see a Pimp Licensing Agency, a Smack Dealer Licensing Agency and so on. Recognise that these things exist in life; that to avoid exploitation it might be sensible to try and license these affairs rather than simply take a punitive approach against what you regard as a crime because it offends the tabloids.
Anyway, it's a good article on the BBC and well worth a read. It also contains a rather interesting snippet which doesn't appear to have made it to the front page of the Express or Mail, which is curious when you consider they love immigration stories so much:
